Chinese national, head of ‘unauthorised’ instant loan apps, arrested at Delhi airport

Two more people were arrested on Wednesday, including a Chinese citizen, as part of investigations into fast app-based lenders accused of harassing borrowers over repayment, according to police.

As a result of this, Hyderabad police have arrested 16 persons in 27 cases.

According to a notification from Hyderabad police, a preliminary inquiry into the financial transactions has shown that about 1.4 crore transactions worth nearly Rs 21,000 crore have taken place so far.

The Hyderabad police announced on December 22 that it had detained 11 people from five contact centres in Gurgaon, Haryana, and Hyderabad who were being employed to persuade, harass, and intimidate loan defaulters.

Four companies were represented by the call centres.

The Cyber Crime Police Station in this city is investigating 27 incidents involving alleged unlicensed loan applications and harassment of borrowers by corporations that administer the apps through their contact centres.

The 27-year-old Chinese national was apprehended at Delhi Airport on Wednesday as he attempted to flee the country, authorities said, adding that he was the overall head of operations for the four organisations' loan apps.

According to authorities, another person, a native of Andhra Pradesh's Kurnool district, who played a crucial part in the operation of the call centres, was also apprehended.

In terms of financial transactions, authorities stated that these large amounts of money were exchanged through payment gateways and bank accounts associated to these companies.

Bitcoins have also been used in a huge number of overseas transactions.

The majority of the transactions occurred in the last six months, according to authorities, and the investigation is still ongoing.

According to police, the investigation found that another Chinese national had established up shop in India and is currently abroad.

Two Chinese nationals, one of which is a woman, have been arrested in separate situations since December 25.

According to police, lending organisations used rapid loan applications to offer loans to individuals, charging exorbitant interest and processing fees, among other things, and used contact centres to abuse, harass, and threaten defaulters.

Three suicides, including that of a software engineer, have been recorded in Telangana in the last month as a result of harassment by fast money lending app providers, prompting the crackdown.

Several complaints have been filed with several police stations around the state alleging that these firms got sensitive data such as contacts and images from customers' mobile phones and used them to slander or blackmail them into repaying the debt.
